Studies on the impact of the COVID-19 pandemic in Southern Africa show exclusion for the marginalised groups and rural communities on accessing education and lack of benefitting from it. School closures have shown how rural-urban digital divides have excluded some from the learning process. Intra state conflict in some countries in Southern Africa such as Mozambique have exacerbated exclusion of some learners. Climate change induced emergencies have threatened participation in education for some learners. In these circumstances, ensuring quality equitable and inclusive education for all becomes imperative. Member States will be supported to strengthen inclusive education policies and practices advance the right to quality education, including in crisis-affected situations.
