National Qualifications frameworks serve to improve the quality, accessibility and linkages of public and labor market recognition of qualifications through lifelong learning at the national, regional and international level. Development of a regional qualifications framework (RQF) would provide greater coherence to program design, quality, objectives and recognition of qualifications in all areas of learning, including literacy, TVET, STEM and higher education including capacity development for sustainable development. The RQF would feed into development of the Africa Continental Qualifications Framework (ACQF). Work plan to include understanding of SDGs through ICTs and focused work of UNESCO Chairs; increase ratification of the Addis Convention and Global Convention on Higher Education.
