Within the framework of the Lifelong Learning Policy of the Royal Government of Cambodia, UNESCO will support the expansion of the Factory Literacy Programme (FLP) and the Basic Education Equivalency Programme (BEEP), jointly implemented by the Ministry of Education, Youth and Sport and the Ministry of Labour and Vocational Training. The linkage between the two programmes will open wider access to non-formal learning opportunities among women and out-of-school youth.
