As the follow-up of the decision of the First ICC-Angkor, held in Tokyo in 1993, the working procedures of the Committee were established. It was decided that the Committee would be co-chaired by France and Japan in collaboration with the APSARA Authority, UNESCO provides the Secretariat. The financial mechanism established on the initiative of Japan and France also foresaw that the cost of the ICC-Angkor meetings should be borne by these two countries and UNESCO. Respectively, since 2009, 2019 the APSARA and Sambor Prei Kuk National Authorities have also financially contributed to the ICC meetings. The Site of Sambor Prei Kuk, inscribed on the World Heritage List, was officially included in the mechanism of ICC-Angkor in 2019.
