According to the Action Plan for World Heritage in Latin America and the Caribbean (2014-2024) an integrated and community-based approach is central for the development of management plans. In the case of cities, the HUL stresses that urban tangible and intangible heritage represents an important opportunity for the sustainable development of cities around the world. Hence, a shift in the focus from primarily architectural preservation to a much wider understanding of urban culture and community involvement is needed to develop better and sustainable management plans. To this end, this project seeks to provide technical assistance based on capacity building activities to the Network of Heritage and Historic Cities of Perú for the participative development of local culture management plans
