Culture is particularly at risk in an armed conflict or disaster situation, owing to its inherent vulnerability and tremendous symbolic value. Yet, at the same time, culture is a driver of recovery, strengthening a community's resilience. The ability to access one's heritage or engage in a specific cultural practice may provide a much-needed sense of identity, dignity and empowerment. This culture's ability must be understood in theory and practice for better policy mainstreaming. During 41C5, UNESCO Jakarta will reach out to partners specialized in an emergency context to understand and explore possible areas of collaboration where cultural heritage may be introduced to support affected communities effectively.
