The 2005 Convention's Monitoring Framework offers a guideline to the State parties on multiple areas of policy intervention to promote the diversity of cultural content and artistic expressions available in the market. Member States are expected to report on the progress made in implementing the Convention following this Monitoring Framework every four yours (QPR). Under 40C5, UNESCO supported Timor Leste in developing QPR and Indonesia in furthering understanding on various dimensions of the Convention including gender-equity, artistic freedom and media diversity. Under 41C5, the office continues the same strategy of fostering understanding of various key policy areas of the 2005 Convention with the support of the EXBs.
