UNESCO will continue to provide policy advice to and reinforce the capacities of duty bearers to enhance legal and institutional frameworks related to freedom of expression, press freedom, and safety of journalists, including women journalists, both online and offline. This will include: training judicial actors, security forces and policymakers on freedom of expression and the safety of journalists, including in times of elections; and strengthening norms and enhancing international cooperation. New challenges linked to the digital ecosystem will also be addressed, including in countering hate speech and disinformation, promoting the transparency and accountability of internet companies; and taking a human-rights based approach to technologies such as artificial intelligence.
