Ce programme conjoint soutient le Gabon dans la réalisation de certains ODD sur la protection sociale. Un nombre restreint mais significatif de personnes issues de populations "difficiles à atteindre" ne sont pas enregistrées à la naissance : ils ne peuvent ni obtenir de carte d'identité nationale ni accéder au système de protection sociale. L'UNESCO sera en charge de conduire une enquête anthropologique sur le patrimoine immatériel des pygmées qui impacte l'accès volontaire de cette communauté à la santé, à l'éducation et à la protection sociale et de mener des campagnes de sensibilisation à travers les radios communautaires, les personnels d'encadrement et les enseignants.
