In Samoa, rates of Domestic Violence (DV) and Intimate Partner Violence (IPV) have been rising over the last two decades. There is a deep-rooted inequality between men and women, with a broad acceptance that violence is a part of everyday life. Status and gender roles are entrenched from early in life and result in the perpetuation of negative social norms and are silently reinforced by community, faith and cultural leaders. The Spotlight initiative in Samoa aims to end IPV through capacity building, data collection/researches/analysis, and empowerment of CSO. UNESCO will be using cultural and educational methods towards addressing DV and IPV.
