The CapED Programme is an extrabudgetary programme created in 2003. It is based on the understanding that education reforms will not be effective if countries lack the capacities to make them operational. With an overarching capacity development approach, CapED seeks to improve the quality of education and increase learning opportunities, especially for girls and women and disadvantaged population groups. Under "Reinforcing Education Sector-Wide Policies, Plans and Reforms", CapED assists countries in achieving progress towards national education objectives, including SDG 4 commitments, through relevant policies and improved educational planning, management and monitoring.
