LLECE was established in November 1994; it works through a network of education quality assessment partners, based in the Ministries of Education of member countries. The network serves as a forum for technical discussions on learning outcomes, associated factors and variables affecting students' performance. Its main objective is to assist authorities from Ministries of Education in making informed decisions on education policies, based on LLECE's results and research. At the moment, LLECE is a network composed of 19 member countries (all Spanish speaking countries plus Brazil).
