The "Special account for the support of the Culture Programme activities" was established by Executive Board's decision 202 EX/30 (II) with a view to mobilizing flexible funding for Major Programme IV - Culture. The purpose is to attract pooled funding from donors in direct reinforcement of the programme approved by the General Conference with as little earmarking as possible. To make the special account attractive, donors will be able to earmark their funding to any level of the C/5, i.e. Major Programme, Main Line of Action or Expected Result, but not below.
