Les années de guerre qu'a connu le Burundi depuis 1993 ont eu des conséquences dramatiques sur la situation générale des populations et notamment sur les enfants. On estime que plus de 10.000 enfants vivent dans la rue, tandis qu'environ 800.000 sont considérés comme des orphelins vulnérables. En vue de contribuer à une solution durable, l'UNESCO a lancé en mars 2000 un projet de scolarisation des enfants de la rue et autres enfants vulnérables, avec une quinzaine d'enfants mendiant devant ses bureaux afin d'assurer effectivement le Droit à l'Education pour Tous et corriger les inégalités dans le domaine de l'éducation ainsi que l'accès aux enfants en situation vulnérable.
