The GEM Report was established in 2002 (as the Education for All Global Monitoring Report) and after the successful launch of 12 reports in the period to 2015, it received an official mandate with the Incheon Declaration of the World Education Forum in May 2015. The Education 2030 Framework for Action further defined this mandate for the GEM Report to be "the mechanism for monitoring and reporting on SDG 4 and on education in the other SDGs" and "on the implementation of national and international strategies to help hold all relevant partners to account for their commitments".
