The United Nations proclaimed that the Decade of Ocean Science for Sustainable Development (Decade) will be held from 2021 to 2030. Critical to the success of the Decade is enhancing Ocean Literacy or the understanding of the ocean's influence on us and our influence on the ocean. This current proposed project aims at developing the full scoping of an Ocean Literacy Decade Programme to be led by IOC-UNESCO as part of its contribution to the Decade. By using the Theory of Change the conditions to unfold the long-terms goals of the programme will be identified.
