La réduction de 95% de la superficie du lac Tchad entraîne des déséquilibres importants se traduisant par une augmentation de la vulnérabilité du socio écosystème dont les impacts sont multiples. Cette zone est la proie à l'insécurité et aux conflits. Le projet contribuera la réduction de la pauvreté et à la promotion de la Paix en renforçant la gestion durable, équitable, inclusive et concertée des ressources naturelles par l'application des principes de gestion des réserves de biosphère et des sites du patrimoine mondial à l'ensemble du bassin versant.
