In Brazil there was no regulation of the collaboration regime among the federative actors (municipalities, states and federal) or the definition of legal forms of cooperation, despite the Federal Constitution guidelines. Due to the educational system inequalities between the geographic regions and results on student achievement and educational equity and equality this project aims to contribute to construction of an effective collaboration regime among the federal entities assuring a quality education for all through public policies built democratically and designed based on articulated programs and actions.
