This relatively new project is the third one signed by UNESCO with the Brazilian Human Rights Secretariat. The project was designed after concluding that many of the Brazilian human rights consellors often lack further experience in the area of needed more technical knowledge (or recycling) on the fields they were supposed to provide advice for the Brazilian Government. Although the project will support all advisory committees of the Human Rights Secretariat, it will have a particular focus on capacity-building initatives for counsellors of five major advisory committees: CDDPH, CNCD, CONADE, CONANDA and, finally, CNDI (all the councils are described in the next section)
