By leveraging UNESCO's comparative role as an intellectual agency and its function as an observatory of societal transformation, the activities proposed aim to strengthen the organization's intellectual and thought leadership as part of efforts to steer educational transformation. This is based on a three-pronged strategy: (1) Mobilizing multiple constituencies to forge a new social contract for education, (2) Leveraging UNESCO university chairs and networks, and (3) Consolidating an Education Re-search Hub to improve the impact and influence of UNESCO knowledge generation in education.
