The goal of the IOC HAB Programme is to foster the effective management of, and scientific research on, harmful algal blooms in order to understand their causes, predict their occurrences, and mitigate their effects. This is achieved through provision to Member States of information and expert advice; training; research to improve understanding of harmful algae ecology, the mechanisms responsible for toxin production and accumulation, and the effect of algal toxins on organisms. Such activities contribute to improved methods to minimize the impacts of harmful algae on society, to appropriate observation systems for HABs, and to protect public health and ensure seafood safety. The Programme also provides the framework for activities on non-indigenous invasive species (NIS).
